The position is located in the Broadcasting Board of Governors (BBG), Office of the Chief Financial Officer (OCFO). The Budget Analyst is responsible for the formulation and/or execution of the BBG budget, as assigned and provides managerial and technical assistance to the Supervisory Budget Analyst and Budget Officer. Budget formulation and execution activities include the preparation of budget justification statements, consolidated budget estimates, analysis of costs and preparation of funds status reports as appropriate. The incumbent is also responsible for preparing responses for congressional inquiries and testimony as well as interfacing with the Office of Management and Budget on various issues. Works closely with the CFO, Deputy CFO, Budget Director and other senior BBG staff to communicate and resolve various budget issues. May serve as team lead on assigned projects. Advises the Supervisory Budget Analyst and Budget Director regarding policy and procedures associated with this process. The incumbent reports to the Supervisory Budget Analyst.

Coordinates with Budget office and Program office colleagues to complete budget formulation and execution exercises, including developing budget projections, OMB and Congressional budget requests, and monitoring execution of the current year budget. Interprets internal and external guidance to prepare detailed instructions for use by the organization. Works closely with Agency staff to assure complete understanding and compliance with basic requirements. Maintains a robust working knowledge of OMB, Treasury Department and Congressional regulations, directives and policies, and prepares substantive instructions and guidance for managers to use in developing an integrated Agency budget. Works closely with Agency managers and element contacts on the execution of current year budget.

May be assigned as team lead for various projects and, as team lead, directs and leads the efforts of equivalent and junior staffs in the completion of assigned projects. The incumbent provides assistance and guidance to junior staff and assists the Supervisory Budget Analyst in staff development and provides input on evaluation processes for junior staff.

Develops, recommends, and implements budget policies and regulations affecting financing or important programs and forecasting funding needs for substantial programs.

Prepares detailed analyses and estimates of annual funding needs for current and future budget years for major agency programs. Provides management officials with procedural and regulatory guidance concerning availability of or limitations on the use of funds.

Maintains regular contact with element representatives regarding budget execution issues. Prepares periodic reviews of the current year budget as needed, especially mid-year and third quarter. Communicates with office and agency colleagues and other contacts outside the agency to gather, analyze and complete financial data to provide advisory services and to convey financial information in a variety of written forms such as cost and budget reports.

Creates graphic presentations of budget and financial information in support of budget formulation, execution and justification exercises.

Prepares estimates for projected operating budgets and justification for the estimates. Formulates detailed and summary budgets for major bureau programs.

Prepares narrative justifications for estimates to be used in the presentation of the budget. Collects and presents background data and documentation in support of requested program budgets for reference and evidence in agency budget hearings.

Participates actively in the presentation of the agency budget request before OMB and Congressional appropriations committees and in internal budget presentations within the bureau.

In accordance with OMB, OPM and other special interest groups or Agencies, prepares appropriate exhibits and/or documentation for all budget-related activities.

Proactively engages with program elements regarding budget issues, providing timely and accurate information when needed. Responds promptly to budget inquiries from program elements.

Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience required for this postilion is having three or more of the following:

  • Extensive applied knowledge of the federal budget cycle. This includes processes and procedures used by Agencies, OMB, and Congress to develop, justify, present, transmit, review, oversee, and implement federal budgets.

  • Demonstrated expertise with the federal budget execution process including planning, programming, analyzing, monitoring, and realigning funds to meet operational requirements.

  • Knowledge of principles, practices, laws and regulations that apply to federal budget formulation and execution. This includes expert knowledge of OMB and congressional, laws, regulations, policies and directives, and working knowledge of OMB's database system (MAX) to record federal budget data.

  • Demonstrated expertise in interpreting OMB guidance and Congressional inquiries, in developing responses, and in responding to Congressional actions, including appropriation bills, report language, and other requests from Congress and OMB.

  • Demonstrated expertise with writing and presentation skills in preparing annual budget submissions, responding to Congressional and OMB queries, and making financial presentations for senior managers and executives.

  • Demonstrated skill in oral and written communications to advise and negotiate with senior-level decision-makers about funding issues and their associated program and policy impacts.

GS-14: Applicants must have one year of specialized experience equivalent to the next lower grade level (GS-13), which is directly related to this line of work. Specialized experience required for this postilion in addition for the GS-13 experience is having three or more of the following:

  • Superior knowledge of the concepts principles, practices, laws and regulations which apply to budget for program and services including expert knowledge of OMB and congressional laws, regulations, policies and directives.

  • Comprehensive knowledge of the process and procedures in which budgets are developed, transmitted, presented, examined by OMB and reviewed by Congress.

  • Expert knowledge of the budgetary/financial management and program objectives of the organization's director, OMB, and Congress.

  • Demonstrated superior knowledge and experience in developing responses to, and interpreting OMB guidance and Congressional inquiries, and in dealing with Congressional actions, including appropriation bills, report language, and other requests from Congress and OMB.

  • Demonstrated skill in oral and written communications which includes advising and negotiating effectively with senior managers, executives and other high ranking staff to present resource alternatives and associated program and policy impacts.
